<description>MIAMI - The National Hurricane Center says Carlos has become a hurricane far off Mexico's Pacific coast. The storm's maximum sustained winds have increased to near 80 mph and the center in Miami says the storm could strengthen in the next 24 hours. As of 5 p.m. EDT Saturday, Carlos was centered about 1,000 miles southwest of the southern tip of Mexico's Baja California peninsula. The storm is moving westward at 12 mph on a path taking it farther out to sea. The center says hurricane force winds extend outward up to 25 miles from Carlos' center. Tropical storm winds extend up to 85 miles from the storm's center.

<description>After examining physical damage, reviewing weather instruments and taking statements from residents, the National Weather Service has determined that a tornado touched down in Dundalk during a violent storm Tuesday afternoon that damaged buildings and toppled trees over much of the Baltimore metro area. Steven Zubricks, an NWS science officer, said wind speed of a maximum of 70 mph during the storm that struck the southeast Baltimore County community shortly before 5:30 p.m. was consistent with an EF-0 rated tornado, the minimum rating. The storm caused more than 70,000 outages throughout the metro area, most of which have been restored. No injuries were reported.
